Control Yuan censures police for excessive force

The Control Yuan has censured the National Police Agency for the excessive use of force by officers during an incident involving a man who violently attacked police while rampaging through a 7-11 store in Taoyuan. The incident occurred on 20 May.
The government watchdog says the police officers not only violated safety protocols during the arrest and put themselves in danger. They also acted disproportionately by striking the man with a baton after he had already been subdued.
The Control Yuan says the police agency should improve its training and review the procurement of security equipment on a regular basis.
The 28-year-old amateur bodybuilder entered a 7-11 store shirtless and began acting erratically, talking to himself and knocking over product displays, prompting the store clerk to call the police. Police arrived at the store and asked the man to leave but hit the two police officers in the face as they tried to disable him with pepper spray.
Videos of the altercation were widely shared on social media and showed the man being struck by an officer with a baton as he curled up on the ground.
