A government review committee has recommended setting a basic carbon fee rate of NT$300 per metric ton of carbon emissions.

Preferential rates of NT$50 and NT$100 per metric ton of carbon emissions are also being recommended for companies that meet defined emissions reduction targets.

The review committee says the fees will initially be applied to companies emitting more than 25,000 metric tons a year and they are expected to be collected starting in 2026, based on actual emissions from 2025.

The committees say 2025 will be used as a dry run. Large emitters will only have to report emissions amounts for 2024 but will not have to pay carbon fees.

The review committee issued its recommendations after reaching a consensus during its sixth meeting since March of this year. It had previously said it was considering a basic fee rate between NT$300 and NT$500 per metric ton of carbon emissions.

The Ministry of Environment has said some 500 emitters are expected to meet the 25,000-metric ton threshold for paying a carbon fee.
