NSTC releases draft AI law
The National Science and Technology Council has announced a draft proposal for an artificial intelligence law. The legislation will cover the use and reliability of AI as well as the mitigation of the risks associated with it.
Under the proposal, the government would be required to establish a framework mapping out oversight for AI applications. These consist of labelling, disclosure, and accountability mechanisms to strengthen the trustworthiness of such applications.
However, the draft proposal also states that norms regarding responsibilities for AI applications would not apply to any activities carried out during the application's development and research stages. This is in order to support technological innovation.
The law also stipulates that additional regulations governing the use of AI applications, AI accountability, or how AI can be used in the insurance industry must be established.
The proposal contains 18 articles and will be available for public comment for 60 days until 13 September.
The National Science and Technology Council says it will then review those comments and make amendments if necessary before sending it to the cabinet for approval by the end of October.
