The Ministry of Environment has published a list of the 10 biggest carbon dioxide emitters last year, including TSMC, Formosa Petrochemical, China Steel and Taiwan Power.

The major carbon emitters have been required to undergo registration and investigation annually since 2016, and the Ministry is planning to kick off carbon taxation in 2025.

According to the Ministry's Mandatory Greenhouse Gas Reporting System, a total of 512 companies completed the investigation last year, making them the most likely candidates for the initial imposition of carbon taxes. Those companies are the ones with annual direct and indirect greenhouse gas emissions of over 25,000 metric tons.

But officials say the actual collection will still be based on next year's carbon emissions.

In terms of industries, the electricity and fuel supply industry had the largest emissions, accounting for about 57% of the total emissions last year.
