MND releases latest defence paper
The Ministry of National Defense (MND) has released its first national defence report since the Russian invasion of Ukraine.
The report indicates the island's armed forces are learning from the war in Europe and they are boosting asymmetrical warfare capabilities and adopting a whole-of-society approach in preparation for a potential cross-strait conflict.
The military highlighted another similarity with the situation between Russia and Ukraine, saying China is also deploying hybrid warfare to target Taiwan through both military coercion and non-traditional threats, including cyber and cognitive warfare.
The report says the military is responding to those actions by upholding its long-held "resolute defence and multi-domain deterrence" strategic guidance. It is also continuing to beef up its asymmetrical warfare capabilities in the face of a much stronger opponent.
The report further says that Taiwan is beefing up its all-out-defence capability by reforming its reservist system and publishing an all-out-defence handbook.
The civilian defence handbook was published in June and outlines safety precautions for civilians to take during an air raid, major fire, building collapse, major power outage, water shortage, or shortage of essential goods. It also explains basic survival skills and noting emergency hotlines people can call.
