Taiwan's Legislative Yuan (LY) has passed a basic law which stipulates the guidelines of social welfare so that relevant government authorities will have better standards to follow.

Chien Hui-chuan, head of the Ministry of Health and Welfare's Social and Family Affairs Administration, told reporters that the new law provides a "more general idea" for the authorities when they deal with related issues and make adjustments in practice.

The new law, which has 31 articles, covers areas such as social insurance, health care, employment and public housing, according to Chien's administration.

Under the basic law, the central government should also establish guidelines for their social welfare policies, review them regularly, and clarify its separate role from the local governments.

The administration said the bill also highlights that Taiwan is a multicultural society and the importance of looking after minorities, be they indigenous people, the physically challenged, or those living in remote areas.
