The Kaohsiung District Prosecutors' Office has indicted former lawmaker Luo Zhi-ming and retired Navy Major General Xia Fu-xiang on charges of violating national security.

Prosecutors say Luo and Xia introduced 48 former high-ranking Taiwanese military officers to Chinese intelligence operatives. According to the prosecutors' office, Luo and Xia began arranging for retired military personnel to go on subsidized sightseeing tours of China at the behest of two front organizations for Chinese state intelligence in 2013.

The former lawmaker and retired Navy Major General have been charged with violating Article 2-1 of the National Security Act by developing an espionage ring for an administrative, military, Chinese Communist Party, or other government agencies in China.
